Thailand BOI Project Progress Report: Quarterly Reporting Requirements and Deadlines

Issued under BOI Board Announcement No. 8/2569 (30 March 2026) and BOI Office Announcement No. Por. 5/2569 (20 April 2026), superseding Por. 1/2561 (2018).

Thailand’s Board of Investment has replaced twice-yearly project progress reporting with a quarterly obligation, effective 30 March 2026. This change applies to companies in the implementation phase of a BOI-promoted project — from the date the promotion certificate is issued until the BOI operating license (ใบอนุญาตเปิดดำเนินการ) is received. Once the operating license is granted, the reporting requirement ends.

Who Is Affected?

Companies that hold a BOI promotion certificate but have not yet received their operating license. Companies that have already received their operating license are not subject to this requirement.

What Changed

Previously, promoted companies filed progress reports in February and July each year. Under the new rules, reports must be submitted through the e-Monitoring system within 60 days of the end of each quarter — four times per year. Existing certificates carrying the old February/July condition are automatically updated; no amendment is needed.

2026–2027 Deadlines

QuarterPeriodDeadline
Q1 2026Jan – Mar31 May 2026
Q2 2026Apr – Jun29 Aug 2026

The 31 May 2026 deadline is the first mandatory submission for all companies currently in the implementation phase.

Three Things to Know

New certificate holders. If your certificate was issued mid-quarter, your first report falls in the following quarter — not the one in which the certificate was issued.

Missed deadlines suspend your benefits. A late or missing report automatically suspends all BOI rights and privileges — including visa and work permit processing for foreign employees. Suspension lifts automatically once the overdue report is filed.

Two consecutive misses can end your promotion. Under the old twice-yearly schedule, reaching the two-miss threshold took a full year. Under quarterly reporting, it takes just six months. If you anticipate difficulty meeting a deadline, prepare written justification in advance — not after a suspension notice arrives.
